Local government secretary Steve Reed is aware of the issues requiring a fresh standards regime for councillors, a Labour source has insisted after legislation was left out of the King's Speech.

The Government proposed last year to strengthen the sanctions available to local authorities, including fresh powers to suspend councillors for serious misconduct for up to six months and withholding allowances.
