Local government has always been caught in the mire of the country's wicked issues – the deep-seated societal problems that take generations to shift. From social care to homelessness, generational worklessness to failing public health, there is no shortage of huge issues to tackle with little resources at hand.
And to top off those wicked issues, in recent years local government has faced a long list of crises, covering housing, funding, health, the economy – all coming amid a funding squeeze and as the nation recovered from a global pandemic and the fallout of Brexit.
