Expecting the unexpected

Five years on from the easing of Covid restrictions, Stephen Gaskell says the sector proved that without local government, the crisis would have hit places much harder and with unimaginable consequences.

Five years ago this summer Covid restrictions began to ease with talk of the UK's ‘national hibernation' coming to an end.

June 2020 began with the phased re-opening of schools in England, followed by non-essential shops and finally the relaxing of the two-metre social distancing rules.
