The Health and Safety Executive has warned councils that they should undertake full risk assessments to avoid injuring members of the public. The warning came after Brighton and Hove Council was fined £7,500 and ordered to pay £3,763 costs after a 73-year-old was injured by a reversing street-sweeping machine.
