Fair Funding Review 2.0 and the road to reorganisation

Councils will have to grapple with risks, resilience and reform as they balance the fallout from fair funding with the challenge of reorganisation, writes Tracy Bingham.

All councils will be keen to hear the Government's response to its consultation on the Fair Funding Review 2.0. Technically complex and delivered over a short six-week window, the consultation set out transitional arrangements that could see a list of 40-odd councils excluded from protections and facing grant reductions of up to 7% next year.

The funding floor set out in the proposals aims to protect most councils from cash reductions over the multi-year settlement. However, the Ministry of Housing, Communities and Local Government (MHCLG) is suggesting that some councils furthest from their new funding share have prudently-built reserves and are able to use those to ease in the funding changes.
