The London borough is demanding action after a young man stowed away on a BA flight fell from the plane as it came into Heathrow and died. 'Should it really be the role of a local authority to make sure that bodies do not fall down from the sky?' asked council leader, Lord True. 'No. We would have liked to have prosecuted, but unfortunately, it seems that local authorities have no powers to protect residents from bodies falling from the sky, which would be fine if those agencies with powers were doing something, but to their disgrace they aren't.'
