Lack of Internet access among target low-income families will stymie the Department for Work and Pensions' efforts to roll out the universal benefit, a leading local government union has warned.
In an e-mail to every local councillor in England, Scotland and Wales, Unison claims families on low incomes without access to online services would be forced to dial an ‘0845' number costing up to 40p per minute – with destitute families forced to turn to their council for help.
