Barely three months into the Spending Review period, experts have already voiced concerns over the Department for Work and Pensions' (DWP) ability to make £20bn cost savings over four years, while implementing a major overhaul of the welfare system.

With its 2011/12 budget fixed at £163.4bn, equivalent to 23% of total public expenditure, the DWP is central government's biggest-spending department.
