System ‘flawed’ Slough Council has accused the Government of being ‘at sixes and sevens’ over immigration. It claims the current system for measuring population change is flawed, and should not be a basis for distributing government funding. And it says it has the backing of national statistician, Karen Dunnell, and the Office for National Statistics, in the claim.
