The majority of London councils face the lowest-possible finance settlements, with 27 of the capital's boroughs on the funding ‘floor'. In addition, the boroughs' association, London Councils, claims changes to the personal and social service grant formula are ‘technically flawed'. The changes will hit the capital to the tune of £420m before damping. Chairman of London Councils, Merrick Cockell, said: ‘The settlement penalises both the capital's councils and their communities. We hope to persuade ministers that their proposals are unsustainable in London.'
