Housing minister Mark Prisk has called on councils to make better use of fixed-term tenancies, after a survey found many local authorities were rejecting the new powers brought in under the Localism Act 2011.

The survey by Inside Housing magazine found that 29 out of 50 English councils were rejecting the use of flexible tenancies.
