More of Newcastle City Council's services should be targeted on the basis of need, according to a report due to be published next week.

The study, seen by The MJ, will be published by the Newcastle Fairness Commission – set up following the election of the authority's current leader, Cllr Nick Forbes – and is expected to recommend heavy targeting of services for those who need them most, and pushing decision-making down to neighbourhood level.
