A s devolution, local government reform and planning reform advance in parallel, the Government's ambition is clear: to create a more effective and streamlined system capable of driving growth and delivering for communities. Planning has a pivotal role in this transformation – particularly in reviving strategic planning.

These reforms are landing in a system whose workforce capacity is already stretched to its limits, struggling to balance competing priorities, with requirements for strategic planning, new towns, new local plans and major infrastructure projects all needing attention.
