Whitehall officials are planning to rename and expand the proposed framework for assessing the effectiveness of councils to cover all public sector bodies, The MJ understands.
The plan, which is expected to change the name of the Local Government Outcomes Framework to the Local Outcomes Framework, would be a victory for the Local Government Association (LGA), which had pointed out to ministers that many of the metrics proposed did not depend solely on the work of councils and called for the framework to be retitled.
