Councils have raised fresh concerns over the way housing funding is handled. A survey of 108 councils revealed the authorities which retained responsibility for homes were angry at losing almost half of the money they raised through rents. The cash goes to the Treasury, which then redistributes council cash through its housing revenue account subsidy system. The Association of Retained Council Housing (Arch) also argued this week that the current council housing regime had forced many councils into ‘negative subsidy'.
