The capacity of Reform UK and the Greens to deliver large-scale change locally has been reined back by national policy and funding structures, research has found.
A report from the Institute of Local Government Studies (INLOGOV) considered evidence from 25 case studies looking at the rapid rise of both challenger parties following electoral gains last year.
