Councils should be given more powers to regulate charity street fundraisers, also known as ‘chuggers', according to a government-backed review.

In his review of the Charities Act 2006, Lord Hodgson recommended bringing ‘chuggers' under the jurisdiction of local authorities and creating a set of national guidelines to regulate charity collections.
