Councils could yield profits by turning waste into energy, but will need to find £10bn of up-front investment and a change in public opinion, business and local government experts have warned.
But David Palmer-Jones, managing director of waste giant, SITA, claimed the private sector had both the will and the funding available, but that the planning system must be ‘unblocked'.
