Council chiefs have given a muted reception to the Government's £30m cash offer to help authorities set up localised council tax benefit (CTB) throughout the country.

Budget papers revealed the cash – allocated from the DCLG's existing budget – will support the transitional costs to new local support schemes for council tax.
