Councils in the North West are spending the equivalent of £900 a year on procurement for every man, woman and child. According to figures from the North West Centre of Excellence, 36% of total council spend in the Greater Manchester area is on construction, two-thirds of which is on buildings. The centre claims that 63% of council spend is with firms which supply to more than one council, and 10% of spend is with suppliers who supply all nine.
