Designed to streamline governance and create clearer accountability for residents, Local Government Reorganisation (LGR) will restructure local councils, replacing the current two-tier system of county and district councils with a single ‘unitary' or ‘strategic authority'.

As two-tier systems transition into single strategic authorities, the way land, property and assets are transferred becomes a critical aspect of whether the new authority can function effectively from day one.
