The risks of the Government's local government reorganisation (LGR) journey veering off piste have suddenly heightened.

The secretary of state's about-turn on postponing elections in May has already prompted Norfolk CC's political leadership to withdraw cooperation on LGR. It remains to be seen if more councils follow suit.
