The leader of Glasgow City Council has branded the Scottish's government's plans to freeze council tax next year as ‘shabby' and ‘undeliverable'.
Cllr Gordon Matheson accused SNP leader Alex Salmond of trying to blackmail local authorities into accepting the freeze.
