Glasgow City Council is preparing to create a new arm's-length organisation for its direct and care services to save jobs. Councillors will meet on Friday to discuss recommendation to create a limited liability partnership (LLP) for the in-house provider of services such as cleaning, home care and catering employing 8,000 staff. The council claims transferring to an LLP would protect jobs by giving staff full protection on their terms and conditions, while allowing the service to grow the business in the external market and become more competitive in the longer term. It comes after the department failed to meet its three-yearly rolling financial targets, with a deficit of £17m attributed to the council's pay and benefits review. Land and Environmental services is also facing a shake-up in the way it operates to keep its balances in check.
