Council leaders and chief executives have expressed continued concerns over the Government's use of a payments-by-results model to reward local authorities which successfully tackle ‘troubled families' in their area.

At a lively Local Government Association conference workshop, presented by the DCLG's troubled families expert, Louise Casey, delegates heaped acclaim on the former ‘Respect' tsar for her work in tackling anti-social families by assisting them to improve their lives.
