The creation of the Education Funding Agency (EFA) shows that education secretary, Michael Gove, believes localism has no place in his department, according to a lawyer.
Nick Maltby, partner at Bircham Dyson Bell LLP, said that bringing the EFA under the direct control of the Department for Education meant capital spending was ‘firmly back under departmental control'.
