Former Liberal Democrat leader, Sir Menzies Campbell, is to head his party's home rule commission, which has been set up to examine the distribution of powers between Westminster, Holyrood and local councils.

Scottish Liberal Democrat leader, Willie Rennie, said the commission would ‘set out our vision for a strong Scotland within the UK'.
