When the news broke that ministers were planning to launch full-scale reorganisation, it was like a hand grenade being chucked into two-tier local government.
Large swathes of officers and members cycled through the seven stages of grief – there was shock, denial, pain, anger, reflection and working it through. Acceptance? Well, not everywhere.
