Moves to see more councils merge their governance functions with neighbours and reduce the number of elected members have moved a step nearer, with new official guidance.
The guidance, from the Local Government Boundary Commission for England, aims to simplify the process for undertaking electoral and boundary reviews, with a view to changing the number of councillors.
