Hampshire CC has outlined plans to save £4.8m on its care services, while still improving the service.
The council hopes to plug its £55m budget gap by introducing competitive rates of pay to care providers, and getting rid of handwritten time sheets. Electronic replacements will highlight where care is being under provided and ensure all residents are receiving the amount of care they require.
