Harrow LBC has denied it is trying to recruit an ‘army of snoopers' by asking residents to become ‘neighbourhood champions.' The council wants 2000 people to volunteer to the new scheme, keeping an eye on their streets and reporting any vandalism or anti-social behaviour. The campaign group Big Brother Watch called the scheme ‘Orwellian' but the Conservative-led council said it was merely wanting to restore ‘community values.' Cabinet member Cllr Susan Hall said: ‘We are not always in a position to know when problems suddenly crop up.'
