Harrow LBC is bucking the trend for high street decline, amid the recent demise of national chains such as HMV and Blockbuster.
The borough claims to have seen town centre vacancy rates plummet from 7% to 4% over the past year, during which time it has secured bigger growth in business rates than neighbouring London powerhouses such as Westminster, Camden and Islington. To help revive its high street fortunes, Harrow implemented a number of steps outlined by Mary ‘Queen of shops' Portas in her review – including a European Christmas market.
