Tracey Walters has joined City of York Council as head of its human resources (HR) department.
Ms Walters has worked in HR for 17 years. Her most recent role was in the civil service, where she was a deputy director in HR for both the Department for Works and Pensions and the Department for Environment, Food and Rural Affairs.
