Behind the scenes, it takes a diverse range of business and professional support services to keep an organisation like Powys County Council running smoothly – from finance, procurement and payroll to Legal and HR.

To meet the challenge in this tremendously varied and far-reaching role, you'll therefore need to adopt a collaborative, regional approach as you head up the development and delivery of those services.

You'll join us at a time of significant transformation. We're introducing a new model – service commissioning. It's about focussing first on the specific positive impact we need services to have, and then deciding how best to achieve those goals. Whether services are ultimately delivered by us, a partner, external provider or the voluntary sector, they will be truly tailored to people's needs. Put simply, Powys County Council will become more efficient, whilst our residents and our people benefit from better services.

These changes go beyond operational models to people's mindset and behaviour.You'll help us achieve the challenge of change.

Your role

  • Work with the Strategic Director and senior managers to implement our new commissioning model and develop the ‘commissioning approach' to service design
  • Collaborate with partners and stakeholders to re-imagine and re-model integrated, innovative services with clear community benefits
  • Facilitate the development of performance management and scrutiny systems to support service commissioning, delivery and improvement
  • Make it easier to do business with us and develop a more efficient, local supply chain
  • Work with delivery directorates to reduce costs, encourage business and community led initiatives, and collaborate with other public sector bodies on joined-up services

Your background

You'll bring to the role a strong track record of achievement at a senior level within a complex professional services function. Your credentials include:

  • Leading the formulation of objectives, policies and strategies
  • Driving change and service improvement
  • Establishing a responsive, customer focussed and high performing culture
  • Building strong and effective relationships and partnerships across boundaries
  • Providing leadership, guidance and support at the highest level
  • Achieving strategic and operational excellence in services
