Formed in October 2010, LGSS is a shared services partnership between Cambridgeshire and Northamptonshire county councils. It is one of the largest public sector shared services ventures in the UK, providing a wide range of professional and transactional business support services to both its founding partners and other public sector bodies.LGSS is operated via a joint committee structure with representation from the ruling and leading opposition parties at both founding councils.

This role is responsible for the management and delivery of a large shared transactional service to two County Councils and a range a District and Borough partners. Reporting to the Director of People, Transformation and Transactions (PTT), it will provide strategic leadership and management accountability for the transformation of transactional HR/Payroll and Financial services through better use of technology, standardisation and simplification of processes.

This role is responsible for the management of large multi site teams and budgets and will be a key member of the PTT directorate management team. The post holder will ensure critical LGSS services in Payroll, Recruitment Transactions, Finance Operations and Debt Recovery are delivered to best in class industry standards.

Significant senior management experience of managing large multi disciplinary shared transactional teams with a relevant post graduate professional qualification in either human resources, payroll or finance as well as a proven track record of delivering transformational change and significant service improvements through the use of technology and business process re-engineering are essential.
