Health and local government chiefs in Greater Manchester (GM) are promising a ‘whole system public service reform' as part of their plans to create their new single health and care organisation in April.

Warning of a £2bn deficit in health and care by 2021, their paper Taking charge of our health and social care published last month said: ‘That pattern of rising demand is connected to our current organisation of services and the imbalance between preventive early help services, and those which respond when crisis occurs.
