A pioneering health hub is heading for success after complex contractual issues were cleared. Pinsent Masons has advised Access For Wigan – the joint venture of Hochtief PPP Solutions and Morgan Sindall – on the close of a scheme to design and build a new services centre. The Wigan Life Centre will provide local government and healthcare provision with facilities including a swimming pool and library. The project is for a period of 25 years and has been let under the Government's PFI with a capital value of over £70m. Project documentation is derived from the 4Ps procurement pack for PFI joint service centres. Jon Hart, partner in the Pinsent Masons team advising on project documentation, said: ‘Joint service centres remain an unusual and specialist sector of the UK PFI market, but with immense opportunities for local authorities in flexible service provision and urban regeneration.'
