Scottish finance secretary, John Swinney, has refused to help cash-strapped Aberdeen City Council out with a funding package. Mr Swinney is considering a Labour proposal to allow the council to transfer money from its capital funds to cover the £27m of cuts made recently by the authority. The minister has, in the past, blamed the council's financial crisis on previous administrations. The Accounts Commission for Scotland is to hold a hearing on 13 and 14 May to address concerns over the council's financial situation.
