Half of all anti-social behaviour orders (ASBOs) are breached, according to two new government reports. The Home Office revealed last week that 47% of ASBOs were breached, and a National Audit Office report said more than half those surveyed had breached their ASBO once, and one-third had done so on five or more occasions. Home Office figures revealed the local authority which issued the most ASBOs in the country was Manchester City Council, with 458 orders from April 1999 to December 2005.
