Housing laws will be overhauled in the Localism Bill with an increased focus on community involvement and an end to lifetime social homes.
Legislation will allow communities to present councils with their own neighbourhood plans and give consent to new-build housing under the Community Right to Build scheme. But questions have already been raised over the evidence for reforms.
