Housing: Give councils the tools to act

Councils need greater borrowing flexibility to tackle housing pressures, says Heather Jameson.

Attempts to tackle the housing crisis have been a stalwart of new governments – and of local government – for many years. Andy Burnham's arrival in Downing Street is no different.

From day one the new Prime Minister stood up and pledged to eradicate street homelessness and to stick to previous promises to build 1.5m homes – although even he admits it's not so much a stretch target as an elastic band of impossibility.
