New housing minister, Caroline Flint attended her first Cabinet meeting this week, after being promoted in Gordon Brown's emergency reshuffle last week.
She was moved from the DWP.
Ms Flint's predecessor, Yvette Cooper, announced councils had been given more powers to raise funds for infrastructure to support new homes, just hours before she was promoted to secretary to the Treasury.
