Hull City Council has been freed from two-and-a-half years of government special measures. The former ‘failing' council was awarded a one-star rating in last December's CPA, and a government monitoring board meeting in February hinted at an end to the measures. Last week, the council received a letter from local government minister, Phil Woolas, commending ‘sufficient progress' and ‘better political and community leadership'. But Mr Woolas warned ‘further work' was still needed.
