IBM has stolen a march on service contractor Capita to take over running of London's congestion charge scheme from November 2009. Transport for London has named IBM United Kingdom Limited as its selected bidder for the five-year congestion charging and low-emission zone contract, after a 12-month competitive tendering-procurement process. Capita started and has operated the charge scheme since 2002, and oversaw its western expansion in 2006. It resulted in a 20% traffic reduction. It generated provisional net revenues of £123m during 2006/07 and is reported to be worth some £56m a year to the company, which is also in line to launch a congestion charge scheme in Coventry.
