Local authorities should identify and mobilise key individuals already making a difference to their local communities, rather than spend precious time and resources encouraging large numbers of volunteers, a leading think-tank has reported.

The Royal Society of the Arts (RSA) called for existing local ‘change-makers' to become the focus of council and government policy initiatives, such as the Big Society, in a 12 March report.
