Louise Casey, the head of the Government's troubled families unit, has issued a report detailing the chaotic backgrounds of some of the 120,000 families that ministers have pledged to ‘turn around' by 2015.
The report, published on 17 July, provides stark examples of the entrenched, long-term difficulties confronting people whose lives are trapped by suffering abuse and causing problems themselves. Ms Casey said the stark real-life accounts from families blighted by generations of domestic and sexual abuse, poor parenting, police involvement and educational failure ‘had been an eye-opening experience'.
