Draft plans for the new inspection regime replacing the CPA have been criticised for adding to the red tape burden. Michael Frater, chair of the Lifting Burdens Task Force, has told the Audit Commission of ‘unease' at the new Comprehensive Area Assessment starting in autumn 2009. In an article this week, Mr Frater, chief executive of Nottingham City Council, says: ‘The declared intentions and reality of burden reduction are shaping up to be two very different animals with regard to CAA.' London Councils has also warned CAA ‘by stealth' will make the ‘burdensome and stifling' inspection system worse.
