Councils are continuing to improve their adult and children's services despite huge pressures conclude annual reports this week from Ofsted and the Care Quality Commission.
Ofsted said that out of 143 councils whose 2009/10 children's services rating have almost been finalised 97 are performing well or excellently and ten poorly mainly because of safeguarding.
