Councils across England and Wales have invested at least £1.3bn in tobacco companies through their employee pension funds, an investigation by The Independent newspaper has revealed.
Individual councils invested up to £125m each, despite taking on responsibility for public health next year, and being handed £2bn to promote healthier lifestyles.
