Think tank IPPR North has thrown down the devolution gauntlet to Eric Pickles and called on the communities secretary to let councils raise 50% of their funding through local taxes.
The research group has accused Mr Pickles of paying lip service to localism in a new report, entitled Five Foundations for Real Localism.
